Turning a machine off is not enough: as long as an energy source can restart it, the person working inside is in danger. Lockout isolates every energy source before anyone enters a danger zone, and keeps the equipment shut down until the work is finished.
Operators, mechanics, electricians, maintenance and cleaning staff, and their supervisors: anyone who works in a machine’s danger zone or oversees that work.
In Quebec, the ROHS (ss. 188.1 to 188.13) requires lockout, or another equally safe energy control method, with a written procedure for each machine. Elsewhere in Canada, CSA Z460 is the reference standard.
